From activity to your community

Systems in Motion helps make visible how pathways can form, expand, narrow, or become harder to change. The System Response Review Toolkit helps communities ask what should happen before certain pathways expand while others shrink.

Use this resource when your community is considering a new or expanded shelter model, enforcement-linked response, involuntary pathway, vendor or data platform, or major funding shift that could reshape how people move through the homelessness response system. The toolkit specifically names those use cases.
