WINGED WOLF INNOVATIONS’ TEAM BIOS
The Winged Wolf Innovations’ team members possess diverse educational backgrounds and extensive professional experience in housing and community development. Our team includes individuals with academic backgrounds in urban planning, public policy, social work, community organizing, and business management. Each team member brings unique skills and expertise to the table, allowing us to approach projects from a holistic perspective.
MICHELE FULLER-HALLAUER
Experience & Training: Michele Fuller-Hallauer, MSW, LMSW, is the owner, CEO, and Chief Strategist for Winged Wolf Innovations, a Technical Assistance and Consulting Firm that she started after she most recently left a twenty-one-year career as a Manager for Clark County Social Service. While at Clark County, she led the Southern Nevada CoC application process for nineteen (19) years, including developing the regional collaborative application and facilitating the local application request for proposal process. She also managed a unit of over thirty (30) staff responsible for developing federal, state, and local grant applications, scopes of work, requests for proposal processes, contract development and administration, contract monitoring and compliance, and landlord engagement and property services. Her leadership responsibilities also included continued collaboration, coordination, resource, and development efforts within the homeless service and behavioral health continua of care while spearheading system change in Southern Nevada. These efforts resulted in increasing resources for homeless services from $2M a year to over $95.6M a year. While at Clark County Social Service, Michele managed direct service staff for multiple housing program types, including bridge, rapid rehousing, permanent supportive housing, family reunification program, and general assistance staff.
She was a part-time professor at the University of Nevada, Las Vegas, from 2012 to 2016, teaching macro social work classes. Michele has extensive experience with the McKinney Vento Homeless Assistance Act and has served on multiple national work groups, including the Co-Chair of the National Alliance to End Homelessness Leadership Council (2013-2023). She served on the Governor’s Nevada Interagency Council on Homelessness Board from 2015 to 2019 and is the Chair of the Technical Assistance Committee for the Nevada Interagency Council on Homelessness to Housing. Prior to her move to Las Vegas, Michele had 15 years of experience in direct service experience working with vulnerable populations, including those experiencing mental health issues, substance use challenges, those diagnosed with HIV/AIDS, and families and children in need of stabilization and family preservation assistance. Michele hails from the mid-west with bachelor’s degrees in education and psychology from Eastern Michigan University, Ypsilanti, Michigan, and then received her Master of Social Work degree from the School of Social Work at the University of Michigan, Ann Arbor, where her concentration was on Management of Human Service Organizations and Community Organizing.
TARA ULMER
Tara Ulmer brings over 20 years of experience in managing federally funded subrecipient contracts, with projects ranging from $200,000 to $2.5 million. Her extensive experience includes direct administration and leading a team responsible for contract administration, monitoring, and quality assurance. Over the past two decades, Tara has worked for the City of Las Vegas and Clark County, Nevada, focusing on Federal Department of HUD-funded projects aimed at households facing homelessness due to various crises such as mental and physical disabilities, domestic violence, substance abuse, and unemployment. Her role involves a blend of skills and knowledge to ensure smooth operations and strict adherence to regulations, showcasing her expertise in contract management, fiscal oversight, technical assistance, and compliance.
Tara’s contract management experience includes navigating evolving regulatory environments and addressing unforeseen challenges to ensure project success. She has managed and supervised staff working with HUD IT systems like IDIS, GMS, and LOCCS and will soon work with the EIV and TRACS systems due to a subcontract with the Nevada Housing Division. As a member of the Emergency Food & Shelter Program (EFSP) Board for the United Way of Southern Nevada, Tara has contributed to the RFP process for EFSP funding allocations. Her educational background in business administration, combined with her extensive work experience, underscores her commitment to serving those in need through human and social service programs. Tara’s leadership in managing federally funded contracts is defined by her regulatory expertise, financial acumen, communication skills, and dedication to compliance and accountability, ensuring effective project implementation and positive outcomes for stakeholders.
DANITA OSBORNE-MORRIS
With over seven years of experience in housing and urban development, Danita Osborne-Morris is a seasoned professional specializing in the management and implementation of HUD grants. She has a proven track record in administering Continuum of Care (CoC) and Emergency Solutions Grant (ESG) funded programs, demonstrating a strong commitment to addressing homelessness and supporting community development initiatives. Danita’s career highlights her expertise in grant management, ensuring compliance with federal regulations, and optimizing the use of funds for maximum impact. She excels in strategic planning, resource allocation, and developing innovative solutions to meet the evolving needs of vulnerable populations.
As the Senior Management Analyst for Clark County Social Service in Southern Nevada, Danita managed over $70 million in local and federal funding for homeless services, successfully securing and administering substantial HUD grants. Her leadership fostered collaboration among local agencies, service providers, and community partners, creating comprehensive and sustainable support systems for those in need. In Southern Nevada, she built partnerships with Managed Care Organizations, youth service providers, and workforce connections. In October 2023, Danita joined Winged Wolf Innovations, LLC, to manage HUD grants, leveraging her extensive knowledge and experience to advance housing stability, promote community resilience, and drive positive change through effective program management and advocacy.
BRANDON HALLAUER
Brandon Hallauer is a committed Project Coordinator at Winged Wolf Innovations, LLC, with a proven track record in managing complex projects and delivering successful outcomes. His educational journey began at the College of Southern Nevada, where he earned associate degrees in Economics and History. He then pursued further studies at the University of Nevada, Las Vegas, obtaining a dual baccalaureate in Management and Marketing. This diverse academic background has provided him with a broad and deep understanding of various subjects, enriching his professional capabilities.
In his career, Brandon has shown a strong dedication to data analysis and social outreach. He has worked directly on the streets in homeless outreach and managed large-scale service events for homeless clients. His expertise in data analysis was crucial in the 2023 Southern Nevada Point-In-Time (PIT) count for Clark County Social Service, and he also led the data analysis for the 2024 PIT count for Rural Nevada. These roles highlight his ability to execute significant data-driven projects and deliver actionable insights. Brandon remains committed to leveraging his skills to drive impactful change and make a meaningful difference in the communities he serves.
JORDAN ERNST
Jordan Ernst started her career in 2018 with the Churchill Community Coalition. While there, she obtained her Community Health Worker Certification and served as a Resource Liaison. In this role, she taught the “Too Good for Drugs” program to students from grades K-12 and helped the community access resources through various prevention programs. In 2020, she received her Community Health Worker II certification, which enabled her to lead the HRSA grant under Community Chest in Churchill County, Nevada. Through this grant, she developed resources for opioid harm reduction, including a Naloxone distribution policy, training for various agencies, and RX Round-Up events for safer medication and needle disposal. Her intrigue with the medical field led her to obtain her Medical Assistant Certification in 2022. After which, she joined Renown Medical Center in Reno, NV, gaining first-hand experience with Nevada’s healthcare system.
Jordan returned to the Community Coalition in 2022 to assist the non-profit with their budget management, increasing community partnerships, and organizing prevention and awareness activities. Her expertise and dedication to rural community work led to her accepting a role as Government Affairs Manager with Arc Dome Strategies, where she leveraged her knowledge in prevention work, healthcare, rural relationships, and grant writing. Currently, she is expanding her knowledge at Winged Wolf Innovations, LLC, focusing on strategic planning, data analysis, community assessments, and the Rural Nevada Continuum of Care. Jordan’s journey reflects her passion for community service, healthcare, and rural development.
